ASRock and AMD have investigated the matter together in order to resolve the Ryzen 9800X3D failures on ASRock AM5 motherboards.

AMD and ASRock Find Older BIOS to be One of the Culprits for Ryzen 7 9800X3D Failure; AMD Advises BIOS Upgrade to Latest Version

Since the launch of AMD Ryzen 7 9800X3D, over 100 cases of Ryzen 7 9800X3D failures have emerged on social media, mostly on Reddit. Some cases involve no boot after a brief system usage, but in some cases, the Ryzen 7 9800X3D dies with or without physical damage. If you are from the former group, you can still rectify the problem per AMD's guidelines.

There are cases when AMD Ryzen 7 9800X3D wouldn't allow the system to boot, particularly on the ASRock AM5 motherboards. ASRock and AMD both collaborated to investigate the issue and found that the older BIOS is possibly the main culprit for this problem. Even though some previous BIOS versions that were released for 9800X3D may support the processor fully, it may not be ideal for ASRock-based systems.

It’s worth noting that a failure to POST can be caused by a range of factors and does not necessarily indicate a non-functional CPU,

We recommend that users start by updating their BIOS to the latest version available for their specific motherboard model.

The companies have found that if you are seeing no luck in booting your system, it's best to update to the latest BIOS ASRock provides from its motherboard support pages. This would supposedly fix the problem, but in case you are someone who saw burn marks on the CPU, this won't fix the issue for you.

There were multiple such cases where users were reported to have installed the latest BIOS but still saw Ryzen 7 9800X3D's deaths. Do keep in mind that even though the number of reports might seem huge at first, it's only a very, very small fraction of the total number of 9800X3D-based systems around the world.

The majority of the cases were reported on ASRock AM5 motherboards, particularly the 800 series ones. As per one of the recent findings by ASRock, the motherboards aren't the cause of 9800X3D deaths, but it is supposedly due to user error and could be due to debris in the socket, which could be fixed by cleaning.

Regardless of what the reasons could be, if you are not able to boot up your system, then AMD recommends you contact their customer support. In case the issue doesn't get resolved, you can apply for RMA and get a new processor. The issue isn't necessarily limited to the Ryzen 7 9800X3D but can be recently seen expanding on other processors such as the Ryzen 9 9950X3D. However, the reports are very few.
