Community manager and website coordinator Marcin Momot, responding to fans' questions regarding the camera system in The Witcher 3: Wild Hunt, he explained that the system provides a clear perspective that dynamically adjusts to different presets according to the location and the activity you are performing.

Whether you are exploring the beautiful outdoors, or horse riding or sailing the camera adjusts accordingly to provide a much better view depending on the occasion. It also pans accordingly when Geralt is indoors.
@Nodoubtandy Not manually. There are different presets for exploration outdoors, indoors, horse riding, sailing, etc.

The Witcher 3: Wild Hunt' camera system is ideal as CD Projekt RED wouldn't have it any other way
The Witcher 3: Wild Hunt camera system, appears to be doing a very good job from what we have seen so far. Whether the particular fan would prefer a behind the shoulder camera preset that is a whole different matter. CD Projekt RED have definitely implemented the best system possible for their game. They are a studio that values the feedback of the community and the wishes of their fans, as well as being perfectionists that would not let an important aspect of the game like the camera system to be anything but ideal.
